PROJECT PROPOSAL:
FILM REBELLING, REPRODUCTION AND PROTECTING IN UGANDA
BACKGROUND:
Uganda Federation of Movie Industry (UMFI) located in Uganda, with its headquarters in Kampala, the capital city, was established in 2006 and registered on 20th / Sept / 2006 as a company limited by guarantee, and got legal status for collective management on 24th July/2009 to fight for and protect the rights of those involved in the film industry in Uganda. The film industry has lots of potential including talented artists, market and employment assurance, exporting Uganda’s cultures, communicating to the public through acted films, among others. Over the years, the film industry has faced several challenges such as, film piracy yet there was no money to use in fighting this habit that has denied the producers a lot of their income. It was at the back drop of this that UFMI was formed in 2006 to address the above mentioned issues.
I Husain Kagolo Chairman of Uganda Federation of Movie Industry I am one of the pioneers of local film production in Uganda, in the beginning I started this work by training the members whom I was to work with, by then I had a total of 190 members who managed afterwards to open up production houses.
Sincerely I’ve tried to train and promote these members and as we talk now several production houses have been established say; Video World Entertainment Center, Super Movies, Kello Film Production. Mk Trinity Uganda, New Superface Incorporated, Quest Afric, Aromatic Movies, Boss Pictures, Rama International and several others which have also produced other production houses. In 2004 with my trainees we managed to produce a formally loved movie called WHAT DO WOMEN WANT (ABATYALA BAGALAKI)
I stated the Uganda Federation of Movie Industry, (Film collective management in 2006) and am the Chairman 2010 last year I formed the Uganda Film Producers Guild and Uganda Film Publishers Guild.
PRELIMINARY WORK DONE TO-DATE
Uganda Federation of Movie Industry has come up to organize movie producers and Publishers/promoters to bring sanity to this industry UFMI wanted to give Ugandans home made movies after watching a lot of Nigerian movies. We have encouraged Ugandans to produce Ugandan movies. A lot has been done in this area as already mentioned above.
However, most of what has been produced is being pirated by some scrupulous traders in Uganda. This is one habit that has denied the producers a lot of their income. Because of this problem, the leadership of the Uganda Film Publishers has contacted my office to help in this problem.
When I received a letter from the Film Publishers Guild, Producers guild I agree to take lead in this fight against piracy because that’s what they need.
According to Copyright law in Uganda and film National standards it will be easy to fight and win that battle of film piracy here in Uganda. (read the section below)

Planned Activity
In Uganda all Film Producers and Film Publishers have come out to show interest in the producing films. Some have the talent but the problem of piracy has consequently made it difficult to the locally produced films thus creating an advantage to foreign films such as those from Nigeria and Ghana to dominate the market.
In a bid to rectify this problem, UFMI has resolved to do all possible to see that, DVD Duplicators with Copy Protection and CD/DVD Flatbed Printer with accessories, are imported for all our Local film producers, and Publishers.
For this to happen, UFMI HAS CONTACTED your organization for financial support.
The labeling will be that the Uganda films will reach standards we have already been given from Uganda National Bureau of Standards (UNBS) the pirates products will then be easily identified from the original hence making the law enforcement easy, shall all be reached if this machines is imported into the country.
PRODUCTION PERIMETERS OF THE MACHINES
Ugandans film producers have the capacity to produce more than10 Titles every Month.
We can reproduce and print 2400 copies every day and this will equal to 62,400 copies per month as a minimum production level and for those movies that will shoot highest demand other copies can also be made.
The total budget of the project is USD 30,000.00 thirty thousands, for the importation of the machines and its accessories, plus customs tax from China to Uganda.

• 2 Dvd Duplicators with copy protection 2 PICES
• Fright Charges To Entebbe International Air Port
Expected Results
On completion of this activity, the Association and the stake holders shall;
• Have professionals in use DVD Duplicator Protection Machines and CD/DVD Printer.
• Stake holders will have confidence in market as their works will be protected against piracy.
• Production companies will have attained the DVD Duplicator, and CD/DVD Printer Machines at a low cost in form of a loan in a period of three years.
Activity (Budget) Plan
All Machines will produce 2400 copies per day at a cost of Ugshs 200/= per copy .Thus: 200 x 2400 copies = Ugshs 480,000/= per day
Source Of Funding
The Uganda Federation of Movie Industry will fund the activity.

AIM OF THIS PROPORSAL

The reason why we decided your organization, was that were in same sector you know what I mean, to access a financial loan of this nature in Uganda to date, it needs him to possess a land title of so many hectares or if your from ruling tribe.

Uganda Federation of Movie Industry, warrants that will not fail to perform its obligation unless due to a so called act of GOD Fire, Lockout, Strikes or other official disputes, riot, failure to technical facilities act of public enemy or act of Government or other event of a similar or dissimilar nature beyond the reasonable control.
The First Year.
UFMI is read and willing to pay back your money USD 834/=(Eight hundred thirty four US Dollar) every month, or agreed plan. Below the plan we have.
The First Year you will receive USD 10,008/
TIMING OF THE ACTIVITY:
The planned activity will be undertaken in early July 2011 to import the Machines and accessories from China for 30 days another 30 days for making reproduction and printing.
